Wheeling Council 619 was organized in 1916 and became Wheeling & Moundsville Council 619 in 1923 when it added Moundsville. In 1925, the name was changed to Wheeling Area Council 619. A year later, the council name was changed to Huroquois Council 619, and in 1966 the name was changed again to National Trail. In 1991, National Trail merged with Fort Steuben Area Council 459 to form Ohio River Valley Council 619.
