Issued in 2005, this flap was the designated delegate flap for the 2005 National Jamboree. This flap was designed to match the delegate Columbia-Montour Council JSP. It can be distinguished from the S27 by its gold mylar border and gold mylar ring. Despite being the delegate flap, there is an equal number of S27’s and S28’s.
