The Lodge Executive Committee decided to create an award flap for arrowmen who served as Elangomats during an Ordeal. They decided on a red boarder version of the standard issue S21c flap. Ordered from International Emblems, 200 were produced and the first were issued at the 1994 spring Ordeal.
