Flap looks like the Solid-8 issue without the fleur-de-lis and appears to have a lighter brown elk head.
The current theories include:
(Q) - This flap was rejected for not having the fdl (due to the new licensing mandate).
(Z) - A private issue made afterwards trying to avoid the licensing rules.
(T) - A thread-break perfectly around the fdl, with lighting being the reason for the elk appearing lighter.
Only one is known to exist, supporting the thread-break theory.
